The Hellenic Recycling Agency is an agency of the Ministry of Environment and Energy responsible for the design and implementation of the policy for the Alternative Management (prevention, preparation for reuse, collection, transportation, storage, recycling and recovery) of waste in Greece so that they can be removed from the waste stream and taken to disposal sites. It is a not-for-profit private-law entity with full administrative and financial independence and responsible for authorizing and supervising the national systems of alternative management that are in place for each type of product as part of the extended producer responsibility, as well as for monitoring the progress of Greece in recycling.
The main policies pursued by the Hellenic Recycling Agency as part of protecting the environment and defending public interest involve applying the extended producer responsibility, the "polluter pays" principle and the principle of waste prevention, lawfully and efficiently organizing alternative management procedures for all waste streams that fall under the scope of alternative management by supervising the respective works and all economic factors involved, both public and private, as well as ensuring access to information and publicity for the users of the Agency's services and of the general public.
Currently, 22 Approved Systems (March 2016) of alternative management are operating in Greece and cover packaging materials, batteries , accumulators, waste electrical and electronic equipment, used tires, lubricating oils, end-of-life vehicles(cars) and waste produced from excavation, construction and demolition works.
Particularly as regards Waste Electrical and Electronic Equipment (WEEE), the Hellenic Recycling Agency develops and proposes to the Ministry of Environment and Energy programs to reuse electrical and electronic equipment (EEE), preparatory activities for the reuse of WEEE, in particular by encouraging the creation and the support of reuse networks in accordance with Article 38(5) of Law 4042/2012, as well as standard procedures and requirements for all stages of WEEE management.
In addition, the Hellenic Recycling Agency actively participates in international conferences and meetings of working groups in the EU on alternative waste management and is a stakeholder in related European programs. It is staffed by 12 highly qualified people with considerable experience in waste management and protection issues.
